Matrix conducted a top-to-bottom assessment, evaluating organizational structure, operations and engineering operations, capital project management, and internal work management coordination. Key recommendations included:

  • A reorganization of the Department to provide upper management with the ability to plan and coordinate for the future effectively.
  • Incorporation of asset management programming and techniques to manage the department and its services effectively.
  • Development of standard operating procedures for various divisions to provide consistency in operation and to assist with succession planning.
