Devon served 29 years with the Winnipeg Police Service in Manitoba, Canada, where he rose to the rank of Chief – the first Black Chief of Police in Canadian history. He was able to change the course of policing in Winnipeg, transitioning from a reactive enforcement model, to a proactive, community-centered model. This change was adopted by the community and Police Board as a new Vision and Mission for policing in Winnipeg. Devon was president of the Manitoba Association of Chiefs of Police, and was awarded the Lieutenant Governor’s Award for the Advancement of Inter-religious Understanding in 2017.
